私も有効期限内に渡米できそうになく大使館に問い合わせたところ下記の返事が来ました↓

Thank you for your inquiry.

If you are unable to travel to the United States before the visa expiration date, you may send a written request explaining the reason that the visa was not used and asking for reissuance of the immigrant visa, with the following items after your visa has expired :

-A written request explaining the reason why you are not able to travel on this visa and indicate your new traveling date

-Valid passport with issued/expiring immigrant visa

-Immigrant visa packet sealed envelope (do not open), if any

-Self-addressed “Letter Pack Plus” envelope (available at Japanese post offices or some convenience stores)

We recommend that documents are sent by a way that you can track: such as by registered mail or LetterPack Plus (Japan Post).

Please note that another visa application fee ($325) will be changed.
